Job Description
The HIV Clinical Services Officer will provide technical and clinical support for the delivery of comprehensive HIV/AIDS care and treatment services.
The position requires a strong understanding of HIV clinical management, ART services, Advanced HIV Disease (AHD), differentiated service delivery and HIV treatment monitoring.
The officer will also use routine health data to identify service delivery gaps, support quality improvement initiatives and work with healthcare teams to develop appropriate solutions.
Key Responsibilities
HIV Clinical Care and Treatment
The successful candidate will support healthcare facilities to provide comprehensive HIV/AIDS care and treatment services in accordance with Tanzania Ministry of Health guidelines and approved clinical standards.
Key responsibilities include:
Supporting the implementation of HIV clinical care and treatment services.
Strengthening the HIV treatment cascade from case identification through viral suppression.
Supporting effective linkage of newly diagnosed clients to HIV care and treatment.
Promoting appropriate ART initiation and adherence support.
Supporting retention of people living with HIV in care.
Monitoring progress toward viral load suppression targets.
Supporting the integration of Advanced HIV Disease services.
Supporting CD4 testing and appropriate management of clients with advanced HIV disease.
Promoting screening and management of HIV-related and other common comorbidities, including hypertension, diabetes, hepatitis and mental health conditions.
Differentiated Service Delivery and Capacity Building
The officer will provide technical assistance to healthcare providers on Differentiated Service Delivery Models (DSDM).
This includes supporting appropriate implementation of:
Same-day ART initiation.
Three-month and six-month multi-month dispensing (3MMD/6MMD).
Community-based ART refill models.
Client-centered HIV service delivery approaches.
The officer will also mentor healthcare workers and support continuous professional development through technical reviews, virtual data-driven performance discussions and dissemination of relevant Standard Operating Procedures (SOPs), job aids and national guidelines.
Retention and Community-Based Support
Maintaining clients in HIV treatment is an important part of achieving viral suppression and long-term treatment outcomes.
The HIV Clinical Services Officer will therefore collaborate with facility and community teams, retention officers, peer navigators, community health workers and expert clients to strengthen retention systems.
Responsibilities will include:
Supporting timely linkage of newly diagnosed clients to HIV care.
Strengthening client enrollment and retention mechanisms.
Supporting tracing and re-engagement of clients who interrupt treatment.
Improving clinic preparation and appointment reminder systems.
Supporting eligibility assessments for differentiated service delivery models.
Strengthening collaboration between facility-based and community-based HIV services.
Quality Improvement, Data and Reporting
The position will also play an important role in monitoring HIV clinical performance and using data to improve service delivery.
The officer will:
Monitor clinical outcomes among recipients of HIV care.
Track viral load coverage and suppression.
Follow up abnormal laboratory results and support appropriate clinical action.
Monitor Continuous Quality Improvement (CQI) indicators.
Review weekly, monthly and quarterly performance across supported facilities and councils.
Identify service delivery gaps and develop appropriate remediation plans.
Work with Monitoring and Evaluation teams to improve data quality.
Support accurate reporting through systems such as CTC2 and DHIS2.
Use routine program data to support evidence-based decision-making.
Prepare weekly, monthly, quarterly and annual reports for the HIV Clinical Services Advisor.
Stakeholder Engagement
The HIV Clinical Services Officer will work closely with government and health-sector stakeholders to strengthen HIV service delivery.
This includes collaboration with:
Council Health Management Teams (CHMTs).
District Coordinators.
Medical Officers in Charge.
Health facility teams.
Community health workers.
Peer navigators and expert clients.
Ministry of Health representatives.
PEPFAR and other project stakeholders.
The officer will also participate in cluster, council and facility-level technical review meetings to assess performance, identify challenges and support implementation of improvement measures.
Qualifications and Experience
Education
Applicants should meet the following academic requirements:
Doctor of Medicine (MD) from a recognized university is required.
A Master of Public Health (MPH) or equivalent postgraduate qualification will be an added advantage.
Professional Experience
Applicants should have:
At least four years of hands-on experience in HIV/AIDS clinical care and treatment.
Experience working within HIV/AIDS programs, preferably in a PEPFAR-funded program.
Experience collaborating with Regional and Council Health Management Teams (R/CHMTs).
Experience working with health facilities and local partners to achieve program targets.
Technical Skills and Competencies
Candidates should demonstrate strong technical knowledge and professional skills in areas including:
HIV/AIDS clinical care and treatment.
Antiretroviral therapy (ART) management.
